You can only create new users from within the standard webapp (green), and not the Organization Users List (blue). This is to allow each branch manage their own employees.
When creating a user, you must specify their Base Branch. You can only create users in branches to which you have Full Access.

You can grant users access to other branches in the organization. This can be done via the User page in either the standard webapp (green) or via the Organization Users List (blue). There are two types of access – Full Access and View-only Access.
If you have Full Access to a branch, this means you can create, update, and delete data within that branch, in accordance with your Roles and Rights. Take a situation where a user is based in Branch A. The user has permission to create jobs but not delete them. When the user is granted Full Access to Branch B, those same permissions apply – he will be able to create jobs in Branch B, but not delete them.
View-Only Access means that you can view jobs, quotes, and users in other branches, but you cannot create, delete, or update. However, if you have the Roles and Rights permission “Borrow Crew Members” you are permitted to add crew members from View-only Branches to your jobs.

Moving Users
Users can be moved between branches. Can only be done from the Org. Users List. This is controlled by a Roles and Rights permission, Update Users in the Organization Users section of the Roles and Rights table.
